RIVER CITIES FOOTBALL OFFICIALS ASSOCIATION CONSTITUTION ARTICLE I NAME THE NAME OF THIS ORGANIZATION SHALL BE THE RIVER CITIES FOOTBALL ASSOCIATION
ARTICLE II PURPOSE THE PURPOSE OF THIS ORGANIZATION SHALL BE:
A. THE FOSTERING OF THE HIGHEST DEGREE OF PROFESSIONALISM IN OFFICIATING TROUGH THE DEVELOPMENT IN ITS MEMBERS OF A THOROUGH UNDERSTANDING OF THE RULES AND MECHANICS OF OFFICIATING INTERSCHOLASTIC FOOTBALL CONTESTS, AND
B. THE ADHERENCE TO AND COMPLIANCE WITH THE RULES AND REGULATIONS PERTAINING TO FOOTBALL OFFICIATING PROMULGATED BY THE WVSSAC AND THE OHSAA.
ARTICLE III MEMBERSHIP ANY INDIVIDUAL EIGHTEEN (18) YEARS OF AGE OR OLDER IS ELIGIBLE FOR MEMBERSHIP IN THE ORGANIZATION IN ACCORDANCE WITH THE REQUIREMENTS SET FORTH IN THE BY-LAWS OF THIS ORGANIZATION.
ARTICLE IV OFFICERS (SECTION 1) THE GOVERNMENT OF THIS ORGANIZATION SHALL BE VESTED IN ITS ELECTED OFFICERS WHO SHALL HAVE THE DUTIES AND RESPONSIBILITIES AS SET FORTH IN THE BY-LAWS OF THIS ORGANIZATION. SAID OFFICERS SHALL BE THE PRESIDENT, VICE PRESIDENT, SECRETARY, AND TREASURER.
(SECTION 2) THE ELECTED OFFICERS SHALL TAKE OFFICE IN THE MANNER PRESCRIBED IN THE BY-LAWS OF THIS ORGANIZATION AND SHALL HOLD OFFICE FOR THE TIME PRESCRIBED IN SUCH BY-LAWS.
ARTICLE V AMENDMENTS (SECTION 1) THIS CONSTITUTION MAY BE AMENDED BY A TWO-THIRDS (2/3) VOTE OF THE REGISTERED MEMBERS OF THIS ORGANIZATION PRESENT AND VOTING AT ANY REGULAR OR SPECIAL MEETING.
(SECTION 2) A REQUEST TO AMEND THE CONSTITUTION SHALL BE SUBMITTED IN WRITING TO THE PRESIDENT BY AT LEAST ONE-FIFTH (1/5) OF THE REGISTERED MEMBERS OF THIS ORGANIZATION. THE PRESIDENT SHALL HAVE THE SECRETARY-TREASURER NOTIFY THE MEMBERSHIP OF SUCH REQUEST IN WRITING AT LEAST FIVE (5) DAYS PRIOR TO THE REGULAR OR SPECIAL MEETING AT WHICH SUCH AMENDMENTS REQUESTS IS TO BE CONSIDERED.
RIVER CITIES FOOTBALL OFFICIALS ASSOCIATION BY-LAWS
ARTICLE I QUALIFICATIONS AND REQUIREMENTS FOR MEMBERSHIP
(SECTION 1) ALL MEMBERS WHO WERE CLASSIFIED IN GOOD STANDING ON THIS ORGANIZATION’S ROLL IN EITHER AN ACTIVE OR INACTIVE STATUS FOR THE 1988 FOOTBALL SEASON AUTOMATICALLY QUALIFY FOR MEMBERSHIP IN THE ORGANIZATION AND SHALL REMAIN SO QUALIFIED AS LONG AS THE CONTINUE TO COMPLY WITH THE CONSTITUTION AND BY-LAWS OF THIS ORGANIZATION (OR UNTIL SUSPENDED FROM THE ORGANIZATION UNDER THE PROCESS SPECIFIED IN ARTICLE VIII) AND ARE PROPERLY REGISTERED WITH AND COMPLY WITH THE RULES OF THE WVSSAC AND THE OHSAA.
(SECTION 2) QUALIFICATIONS AND REQUIREMENTS FOR OTHER PERSONS DESIRING TO JOIN THIS ORGANIZATION ARE AS FOLLOWS:
A. THE INDIVIDUAL MUST BE EIGHTEEN (18) YEARS OF AGE OR OLDER.
B. THE INDIVIDUAL MUST AFTER REGISTERING WITH THIS ORGANIZATION REGISTER AND COMPLY WITH THE RULES AND REGULATIONS PROMULGATED BY THE WVSSAC AND THE OHSAA.
(SECTION 3) AN INDIVIDUAL QUALIFIES FOR MEMBERSHIP IN THIS ORGANIZATION IF SUCH INDIVIDUAL ENTERS BY TRANSFER OF MEMBERSHIP FROM ANOTHER FOOTBALL OFFICIALS ASSOCIATION. IN ORDER TO QUALIFY UNDER THIS PROCEDURE, THE INDIVIDUAL, AT THE TIME OF THE TRANSFER, MUST CURRENTLY BE IN GOOD STANDING WITH THE LOCAL BOARD FROM WHICH THEY TRANSFER, AS WELL AS BEING IN GOOD STANDING WITH THE WVSSAC AND THE OHSAA.
(SECTION 4) THE RULES DEALING WITH AN OFFICIAL’S LEAVE OF ABSENCE AND RE-REGISTRATION SHALL BE PROMULGATED BY THE WVSSAC AND THE OHSAA.
ARTICLE II MEETINGS (SECTION 1) REGULAR MEETINGS OF THIS ORGANIZATION SHALL BE HELD AT THE TIME AND PLACE AS ESTABLISHED IN THE POLICY SET FORTH BY THE PRESIDENT UNDER THE AUTHORITY GRANTED IN ARTICLE XIII.
(SECTION 2) SPECIAL MEETINGS OF THIS ORGANIZATION, FOR ANY PURPOSE OR PURPOSES, MAY BE CALLED BY THE PRESIDENT OR BY THE EXECUTIVE COMMITTEE AND SHALL BE CALL BY THE PRESIDENT AT THE WRITTEN REQUEST OF NOT LESS THAN ONE-FIFTH (1/5) OF THE REGISTERED MEMBERS OF THIS ORGANIZATION. NOTICE OF SPECIAL MEETINGS SHALL BE GIVEN AT LEAST TWENTY-FOUR (24) HOURS PREVIOUS THERETO.
(SECTION 3) EACH MEMBER OF THIS ORGANIZATION IS REQUIRED TO ATTEND THE FOLLOWING: A. ONE STATE SPONSORED RULES CLINIC WHEN SPONSORED BY EACH STATE. (WEST VIRGINIA AND OHIO) B. FOUR (4) LOCAL ASSOCIATION MEETINGS.
(SECTION 4) THE EXECUTIVE COMMITTEE IS AUTHORIZED TO DETERMINE ON A CASE-BY-CASE BASIS THE POLICY PERTAINING TO ABSENCES FROM LOCAL ASSOCIATION MEETING DUE TO ONES VOCATION REQUIREMENTS.
(SECTION 5) ROBERTS RULES OF ORDER SHALL GOVERN THE PROCEEDINGS OF ALL MEETINGS OF THIS ORGANIZATION AND ITS CONSTITUENT PARTS, EXCEPT AS PROVIDED IN THESE BY-LAWS.
ARTICLE III DUES AND ASSESSMENTS (SECTION 1) THE ANNUAL LOCAL DUES FOR MEMBERS OF THIS ORGANIZATION SHALL BE FORTY ($40) DOLLARS, PAYABLE ON OR BEFORE THE FIRST ASSOCIATION MEETING. LOCAL DUES MAY BE CHANGED, AS NECESSARY, BY A MAJORITY VOTE OF THE MEMBERSHIP PRESENT AND VOTING AT ANY REGULAR OR SPECIAL MEETING.
ANY DUES NOT PAID BY SEPTEMBER 1ST WILL BE ASSESSED A $15.00 FINE.
AMENDMENT TO BY-LAWS OF THE RIVER CITIES FOOTBALL OFFICIALS ASSOCIATION.
ON SEPTEMBER 20TH 2004 A MOTION WAS PASSED BY THE MEMBERS OF THE ASSOCIATION THAT WERE PRESENT AT THE MEETING TO RAISE THE DUES FOR MEMBERSHIP TO $35.00 PER YEAR. A MOTION WAS PASSED BY THE MEMBERS OF THE ASSOCIATION THAT WERE PRESENT AT THE MEETING TO RAISE THE DUES FOR MEMBERSHIP TO $25.00 PER YEAR.
(SECTION 2) ALL MEMBERS OF THIS ASSOCIATION MAY BE ASSESSED AN ADDITIONAL FEE RELEVANT TO THE ASSOCIATION PURPOSE AND APPROVED BY A MAJORITY VOTE OF THE MEMBERSHIP PRESENT AND VOTING AT ANY REGULAR OR SPECIAL MEETING.
(SECTION 3) DUES AND LATE FEES NOT PAID BY SEPTEMBER 15TH BY ANY MEMBER, SUCH MEMBER WILL BE SUSPENDED BY THIS ASSOCIATION, AND REPORTED TO WVSSAC & OHSAA AS A MEMBER NOT IN GOOD STANDING.
ARTICLE IV ASSOCIATION OFFICERS (SECTION 1) THE ELECTED OFFICERS OF THIS ORGANIZATION SHALL BE THE PRESIDENT, VICE-PRESIDENT, SECRETARY, AND TREASURER. THE APPOINTED OFFICERS SHALL BE: RECORDING SECRETARY, RULES INTERPRETER, PARLIAMENTARIAN, SERGEANT-AT-ARMS, RECRUITING COORDINATOR AND THE LEGAL ADVISOR.
(SECTION 2) ELECTION AND TERM OF OFFICE THE ELECTED OFFICERS SHALL BE ELECTED IN ACCORDANCE WITH THE BY-LAWS OF THIS ORGANIZATION AS PROVIDED IN ARTICLE V. THE TERM OF OFFICE SHALL BE FOR TWO (2) YEARS AND SUCH TERM SHALL COMMENCE AT THE CLOSE OF THE LAST SCHEDULED MEETING OF THE YEAR THEY ARE ELECTED.
(SECTION 3) APPOINTED OFFICERS THESE OFFICERS MAY BE APPOINTED BY THE PRESIDENT AND SHALL SERVE IN SUCH CAPACITY AT THE WILL OF THE PRESIDENT. IN NO EVENT, HOWEVER, SHALL SUCH APPOINTED OFFICER SERVE LONGER THAN THE TERM OF THE PRESIDENT WHO APPOINTED THEM. WHEN A NEW PRESIDENT ASSUMES OFFICE, THE NEW PRESIDENT MAY REAPPOINT ANY INDIVIDUAL TO AN APPOINTED POSITION.
ARTICLE V ELECTIONS (SECTION 1) AT THE NATIONAL TESTING MEETING (TEST 2), OF THE ODD NUMBERED YEARS, THERE SHALL BE ELECTED A PRESIDENT, VICE-PRESIDENT, SECRETARY, AND TREASURER. SUCH OFFICERS SHALL CONSTITUTE THE EXECUTIVE COMMITTEE OF THIS ORGANIZATION. NO MEMBER MAY SERVE IN MORE THAN ONE ELECTED CAPACITY.
(SECTION 2) NEITHER PROXIES OR ABSENTEE BALLOTS SHALL BE RECOGNIZED.
(SECTION 3) NOMINATION COMMITTEE THE PRESIDENT SHALL APPOINT A NOMINATING COMMITTEE TO BE COMPOSED OF FIVE (5) MEMBERS OF THIS ORGANIZATION. THE APPOINTMENT OF THE NOMINATING COMMITTEE SHALL BE MADE NO LATER THAN THIRTY (30) DAYS BEFORE THE TEST 2 MEETING AT WHICH THE ELECTION ARE TO BE HELD. THE NOMINATING COMMITTEE SHALL PREPARE A PROPOSED SLATE OF NOMINEES FOR THE OFFICES OF PRESIDENT. VICE-PRESIDENT, SECRETARY, AND TREASURER, AND PRESENT SUCH SLATE FOR CONSIDERATION TO THE MEMBERSHIP AT THE APPROPRIATE TEST 2 MEETING.
(SECTION 4) METHOD OF VOTING THE VOTING FOR THE ELECTION OF OFFICERS SHALL BE BY WRITTEN BALLOT. IF ONLY ONE CANDIDATE FOR EACH OFFICE IS NOMINATED, A VOICE VOTE CAN BE TAKEN IN PLACE OF A WRITTEN BALLOT.
(SECTION 5) ELECTION COMMITTEE THIS COMMITTEE SHALL BE COMPOSED OF THREE (3) MEMBERS OF THIS ORGANIZATION, NONE OF WHOM SHALL BE A CANDIDATE FOR ANY ELECTED OFFICE. THEIR PURPOSE IS TO COUNT THE BALLOTS CAST IN THE ELECTION OF THE PRESIDENT, VICE-PRESIDENT, AND THE SECRETARY-TREASURER. THEIR APPOINTMENT SHALL OCCUR IMMEDIATELY AFTER THE CLOSE OF NOMINATIONS AND BEFORE COMMENCING TO VOTE. THEY SHALL REPORT THE RESULTS OF SAID VOTE BEFORE THE END OF THE MEETING AT WHICH THE ELECTION OF OFFICERS TAKES PLACE.
(SECTION 6) NOMINATIONS FROM THE FLOOR ANY REGISTERED MEMBER MAY NOMINATE FROM THE FLOOR ON THE NIGHT OF THE ELECTION ANY OTHER REGISTERED MEMBER AS A CANDIDATE FOR ANY ELECTED OFFICE.
(SECTION 7) DECLINATION OF NOMINATION ANY MEMBER OF THIS ORGANIZATION MAY DECLINE TO RUN FOR ANY OFFICE OF THIS ORGANIZATION WITHOUT GIVING REASON OR REASONS.
(SECTION 8) THE OFFICERS SHALL BE ELECTED BY A MAJORITY VOTE OF THOSE REGISTERED MEMBERS OF THIS ORGANIZATION PRESENT AND VOTING.
ARTICLE VI DUTIES OF OFFICERS (SECTION 1) THE PRESIDENT SHALL:
A. BE THE PRINCIPAL EXECUTIVE OFFICER OF THIS ORGANIZATION.
B. IN GENERAL, SUPERVISE AND CONTROL THE BUSINESS AFFAIRS OF THIS ORGANIZATION.
C. WHEN PRESENT, PRESIDE AT ALL REGULAR AND SPECIAL MEETING OF THIS ORGANIZATION.
D. WITH THE SECRETARY-TREASURER REPRESENT THIS ORGANIZATION AT THE ANNUAL OHSAA MEETING, AND THE WVSSAC INTERPRETERS MEETING. REASONABLE EXPENSES FOR ATTENDANCE AT SUCH MEETINGS WILL BE PAID BY THIS ORGANIZATION.
(SECTION 2) THE VICE -PRESIDENT SHALL:
A. IN THE ABSENCE OF THE PRESIDENT OR IN THE EVENT OF DEATH, INABILITY OR REFUSAL TO ACT, PERFORM THE DUTIES OF THE PRESIDENT, AND WHEN SO ACTING SHALL HAVE ALL THE POWERS OF AND BE SUBJECT TO ALL THE RESTRICTIONS UPON THE PRESIDENT.
B. BE CHAIRMAN OF THE PROGRAM COMMITTEE AND SHALL HAVE THE POWER TO CALL UPON ANY MEMBER OF THIS ORGANIZATION TO ASSIST IN THE PLANING OF THE PROGRAMS FOR REGULAR OR SPECIAL MEETING OR CLINICS.
C. PERFORM OTHER DUTIES AS FROM TIME TO TIME MAY BE ASSIGNED TO HIM BY THE PRESIDENT.
D. SERVE AS THE TRAINING DIRECTOR, DIRECTING THE NEW OFFICIALS TRAINING PROGRAM AS SPELLED OUT IN THE BY-LAWS OF THIS ORGANIZATION.
E. SERVE AS THE LIAISON BETWEEN THIS ORGANIZATION AND AREA YOUTH FOOTBALL LEAGUES.
F. IF UNAVAILABLE TO WORK WITH ALL AREA YOUTH LEAGUES, THE VICE PRESIDENT SHALL APPOINT A DESIGNATED PERSON FOR EACH YOUTH LEAGUE.
(SECTION 3) THE SECRETARY SHALL: A. MAINTAIN ALL RECORDS OF THE BUSINESS TRANSACTIONS OF THE ORGANIZATION. B. ALONG WITH THE PRESIDENT REPRESENT THIS ORGANIZATION AT THE ANNUAL OHSAA MEETING, AND THE WVSSAC INTERPRETERS MEETING, REASONABLE EXPENSES FOR ATTENDANCE WILL BE PAID BY THIS ORGANIZATION. C. ARRANGE FOR PRINTING OF ALL RECEIVED MATERIALS AND LITERATURE ACCORDING TO THE POLICY ADOPTED BY THE EXECUTIVE COMMITTEE.
D. FILE AND DISPOSE OF ALL RECEIVED MATERIALS AND LITERATURE ACCORDING TO THE POLICY ADOPTED BY THE EXECUTIVE COMMITTEE.
E. CAUSE TO BE PUBLISHED AND DISTRIBUTED A YEARLY ROSTER TO THE MEMBERSHIP OF THIS ORGANIZATION.
F. IN ADDITION TO THE PRESIDENT, BE THE ONLY OTHER INDIVIDUAL TO OFFICIALLY CORRESPOND FOR THE ORGANIZATION TO PARTIES OR INDIVIDUAL OUTSIDE OF THIS ORGANIZATION ON BEHALF OF THIS ORGANIZATION.
G. IN THE EVENT THE SECRETARY IS UNABLE TO PERFORM ANY OF THE DUTIES SET FORTH ABOVE, THE PRESIDENT SHALL CAUSE THESE DUTIES TO BE PERFORMED.
(Section 4) THE TREASURER SHALL: A. Receive and give receipt for all money due and payable to this organization from any source whatsoever and deposit all such money in the name of this organization in such bank or other depositories as shall be selected by the executive committee B. Have charge of, be responsible for and maintain accurate records of all funds of this organization. C. Sign all checks and drafts of this organization. The President shall have this authority also, but only one signature is needed on any check or draft of this organization to make valid D. Prepare and submit a financial report of this organization’s accounts at such meeting. E. Pay all bills approved by the organization or by the executive committee. F. Upon removal, resignation, or any other method of leaving office, turn over to the President all records, funds, and any other materials of this organization. This shall occur within one (1) calendar week of leaving office. The President shall then cause an audit to be performed on the financial transactions of this organization during the tenure of said secretary-treasurer. G. In the event the treasurer is unable to perform any of the duties set forth above, the President shall cause these duties to be performed. (SECTION 5) THE PARLIAMENTARIAN SHALL ASSIST THE PRESIDENT WITH MATTERS OF PROCEDURE.
(SECTION 6) THE SERGEANT-AT-ARMS SHALL ASSIST THE PRESIDENT IN CONDUCTING THE MEETINGS. (SECTION 7) THE RULES INTERPRETER SHALL INTERPRET ALL RULES ON TEST 1 AND TEST 2 AND ANY OTHER NECESSARY INTERPRETATIONS THAT MAY ARISE. (SECTION 8) THE RECORDING SECRETARY SHALL KEEP THE MINUTES OF THE MEETING OF THIS ORGANIZATION, REPORTING THEM AT THE FOLLOWING MEETING AND ASSIST THE SECRETARY-TREASURER AT HIS REQUEST. (SECTION 9) THE LEGAL ADVISOR SHALL ASSIST THE PRESIDENT WITH THE LEGALITIES OF CONDUCTING THIS ASSOCIATION’S BUSINESS.
ARTICLE VII REMOVAL OF OFFICERS (SECTION 1) ANY OFFICER MAY BE REMOVED FROM OFFICE AS A RESULT OF A FAILURE TO FULFILL THE DUTIES OF OFFICE. THE PROCEDURE FOR REMOVAL IS AS FOLLOWS.
A. A STATEMENT OF CHARGES SHALL BE FILED WITH THE SECRETARY-TREASURER AND MUST BE SIGNED BY ONE-HALF (1/2) OF THE REGISTERED MEMBERS OF THIS ORGANIZATION.
B. A COMMITTEE OF FIVE (5) MEMBERS FROM THIS ASSOCIATION WILL BE APPOINTED BY THE PRESIDENT WITH THE PRESIDENT AS ONE OF THE MEMBERS OF SAID COMMITTEE. THE COMMITTEE WILL INVESTIGATE THE CHARGES AND WILL REPORT THEIR FINDINGS AND RECOMMENDATIONS TO THE MEMBERSHIP AT A REGULAR OR SPECIAL MEETING.
C. SHOULD THE CHARGED OFFICER BE THE PRESIDENT, THE VICE-PRESIDENT SHALL ACT ACCORDING TO THE PROCEDURE SET FORTH IN PARAGRAPH B. ABOVE AND SHALL TAKE THE PLACE OF THE PRESIDENT ON THE COMMITTEE OF FIVE.
D. WRITTEN NOTICE TO EACH MEMBER OF THIS ORGANIZATION SHALL BE GIVEN BY THE SECRETARY-TREASURER AT LEAST FIVE (5) DAYS BEFORE THE REGULAR OR SPECIAL MEETING AT WHICH SUCH ISSUE SHALL DE HEARD.
E. THE CHARGED OFFICER SHALL BE GIVEN WRITTEN NOTICE OF THE CHARGE OR CHARGES AT LEAST FIVE (5) DAYS BEFORE THE REGULAR OR SPECIAL MEETING AT WHICH SUCH ISSUE SHALL BE HEARD.
F. THE COMMITTEE SHALL FIRST PRESENT ANY EVIDENCE COLLECTED BY SAID COMMITTEE ON THE MATTER. SAID OFFICER SHALL THEN PRESENT ANY EVIDENCE IN ANSWERING THE CHARGES. AFTER SUCH PRESENTATION AND DISCUSSION, A VOTE SHALL BE TAKEN, WITH TWO-THIRDS (2/3) OF THOSE REGISTERED MEMBERS IN ATTENDANCE AND VOTING NECESSARY TO REMOVE SAID OFFICER FROM OFFICE.
G. SHOULD THE CHARGED OFFICER BE THE SECRETARY-TREASURER, THE VICE-PRESIDENT SHALL RECEIVE THE STATEMENT OF CHARGES AND ACT ACCORDING TO THE ABOVE PRESCRIBED MANNER.
(SECTION 2) VOTING IN THE MATTER OF REMOVAL OF AN OFFICER OF THIS ORGANIZATION FROM OFFICE WILL BE BY WRITTEN BALLOT. (SECTION 3) REMOVAL OF AN OFFICER FROM OFFICE SHALL NOT NECESSARILY MEAN SUSPENSION FROM THIS ORGANIZATION.
ARTICLE VIII GRIEVANCE PROCEDURE A. A MEMBER OR A WVSSAC OR OHSAA MEMBER SCHOOL WITH A GRIEVANCE, MUST SUBMIT THE GRIEVANCE (IN WRITING) TO THIS ORGANIZATION GRIEVANCE COMMITTEE.
B. THIS ORGANIZATION GRIEVANCE COMMITTEE SHALL ANSWER THE MEMBER’S GRIEVANCE IN WRITING.
C. IF THE MEMBER IS NOT SATISFIED WITH THE ACTION TAKEN BY THE GRIEVANCE COMMITTEE, HE CAN MOVE TO THE NEXT LEVEL.
D. NEXT LEVEL, SUBMIT A COPY OF THE ORIGINAL GRIEVANCE TO THE OFFICIALS ADVISORY COMMITTEE OF THE OHSAA OR TO THE WVSSAC.
E. IT IS THE INTENTION OF THIS PROCEDURE TO PERMIT THIS ORGANIZATION TO SUSPEND ANY MEMBER VIOLATING THIS CONSTITUTION AND BY-LAWS AND AT THE SAME TIME PERMIT A MEMBER TO HAVE DUE PROCESS.
ARTICLE IX FEES FOR OFFICIATING FEES FOR ANY AND ALL ATHLETIC CONTESTS SHALL BE DETERMINED BY THE SCHOOL AND OFFICIALS ACTING AS INDEPENDENT CONTRACTORS.
ARTICLE X CREW COMPOSITION THIS ORGANIZATION SUBSCRIBES TO THE FOLLOWING RECOMMENDED CREW SIZES IN ANY FOOTBALL CONTEST IN PART OR IN WHOLE BY MEMBERS OF THIS ORGANIZATION: HIGH SCHOOL VARSITY: FIVE (5) OR SIX (6) PERSON CREWS. HIGH SCHOOL JUNIOR VARSITY OR BELOW: FOUR (4) PERSONS CREW
ARTICLE XI COMMITTEES (SECTION 1) STANDING COMMITTEES SHALL BE APPOINTED BY THE PRESIDENT AND SHALL HAVE THE FUNCTION OF FULFILLING THE OBJECTIVE AND PURPOSES ASSIGNED TO THEM. STANDING COMMITTEES OF THIS ORGANIZATION INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING: A. PROGRAM COMMITTEE B. AWARDS COMMITTEE C. HALL OF FAME COMMITTEE (SECTION 2) THE EXECUTIVE COMMITTEE SHALL BE COMPOSED OF THE PRESIDENT, VICE-PRESIDENT, AND THE SECRETARY-TREASURER. SUCH COMMITTEE SHALL PERFORM DUTIES ASSIGNED TO IT UNDER THIS CONSTITUTION AND BY-LAWS AND SUCH DUTIES REQUIRE OF IT BY THE WVSSAC AND THE OHSAA. (SECTION 3) NOMINATION COMMITTEE SHALL HAVE THE RESPONSIBILITIES AS SET FORTH IN ARTICLE V SECTION 3 OF THE BY-LAWS OF THIS ORGANIZATION. (SECTION 4) ELECTION COMMITTEE SHALL HAVE THE RESPONSIBILITIES AS SET FORTH IN ARTICLE V SECTION 5 OF THE BY-LAWS OF THIS ORGANIZATION. (SECTION 5) GRIEVANCE COMMITTEE SHALL BE APPOINTED BY THE PRESIDENT AND SHALL CONSIST OF FIVE (5) MEMBERS OF THIS ORGANIZATION AND SHALL PERFORM THE DUTIES AS SET FORTH IN ARTICLE VIII OF THE BY-LAWS OF THE ORGANIZATION.
ARTICLE XII AUTHORITY TO BIND NO MEMBER OF THIS ORGANIZATION SHALL CONTRACT FOR, OR INCUR ANY DEBT OR ENTER INTO ANY AGREEMENT OR OTHERWISE OBLIGATE THIS ORGANIZATION EXCEPT BY AUTHORIZATION OF THE MEMBERSHIP OR BY AUTHORIZATION CONTAINED IN THE CONSTITUTION OF BY-LAWS.
ARTICLE XIII POLICY A WRITTEN POLICY SHALL BE ESTABLISHED BY THE PRESIDENT WHICH SHALL STATE THE RULES PERTAINING TO THE ADOPTION OF PROGRAM, THE CONDUCT OF MEETING AND OTHER MATTERS OF CONCERN TO THIS ORGANIZATION.
ARTICLE XIV AMENDMENTS (SECTION 1) THESE BY-LAWS MAY BE AMENDED BY A TWO-THIRDS (2/3) VOTE OF THE REGISTERED MEMBERS PRESENT AND VOTING AT ANY REGULAR OR SPECIAL MEETING.
(SECTION 2) A REQUEST TO AMEND THE BY-LAWS SHALL BE SUBMITTED IN WRITING, AND SIGNED BE ONE-FIFTH (1/5) OF THE REGISTERED MEMBERS OF THIS ORGANIZATION, TO THE PRESIDENT WHO SHALL HAVE THE SECRETARY-TREASURER NOTIFY THE MEMBERSHIP OF SUCH REQUEST IN WRITING AT LEAST FIVE (5) DAYS PRIOR TO THE REGULAR OR SPECIAL MEETING AT WHICH SUCH AMENDMENT REQUEST IS TO BE CONSIDERED.
ARTICLE XV UNIFORMS THE UNIFORMS TO BE USED BY THE OFFICIALS OF THIS ORGANIZATION SHALL BE DESIGNATED BY THE WVSSAC, OHSAA, AND THE NATIONAL FEDERATION. WHERE SUCH REQUIREMENTS ARE NOT STATED, THIS ORGANIZATION SHALL DETERMINE THE PROPER UNIFORM.
ARTICLE XVI TRAINING PROGRAM (SECTION 1) THIS ORGANIZATION IS RESPONSIBLE FOR THE RECRUITMENT, TRAINING, AND RETENTION OF OFFICIALS. THIS ORGANIZATION STAND READY TO ANSWER REQUESTS FROM PROSPECTIVE OFFICIALS.
(SECTION 2) THIS ORGANIZATION HAS THE OPTION OF SELECTING AND IMPLEMENTING OUR TRAINING PROGRAM FROM THE FOLLOWING CHOICES: A. COLLEGE COURSE B. ADULT EDUCATION C. IN-BOARD TRAINING PROGRAM
(SECTION 3) ONCE THIS ORGANIZATION HAS MADE A SELECTION OF TRAINING PROGRAM, THE WVSSAC AND THE OHSAA COURSE OF STUDY WILL BE FOLLOWED.
ARTICLE XVII AUTHORITY THIS ORGANIZATION SHALL NEVER MAKE A RULE, PLAN, OR POLICY THAT WILL SUPERSEDE A RULE, PLAN OR POLICY SET FORTH BY THE WVSSAC OR THE OHSAA.
ARTICLE XVIII APPROVAL THIS CONSTITUTION AND BY-LAWS WILL BE SUBMITTED TO THE WVSSAC AND THE OHSAA OR THEIR DESIGNATED GROUP FOR APPROVAL WHENEVER A CHANGE IS EFFECTED.
